I'm running a Meta Ads campaign with a strong 5% CTR and a decent CPC, but my CPM is consistently stuck at $40-$100. It's not improving, and my costs are out of control.

Has anyone else dealt with this insane situation where good ads are getting penalized by a super high CPM? What did you do to solve it?

I’m running a Facebook ad campaign that’s performing quite well in terms of frequency, CTR, and conversion rate, all of these metrics look good so far. However, my CPM seems quite high, which is also increasing my cost per click.
I want to keep my good CTR and conversion rate but bring down the CPM to lower my overall CPC as well.
Can anyone share practical tips on how to reduce CPM? Should I test new audiences, change creatives, adjust placements, or switch my campaign objective?

I’ve been testing bumper ads and 15-second non-skippable ads, but the CPMs are much higher compared to skippable in-stream ads. Is this expected behavior or should I adjust targeting?
