What determines the account limits for manager accounts (MCC)?

Manager accounts (MCC) can link up to 85,000 client accounts, including active, inactive, and canceled accounts. 

The limit for active accounts depends on the highest monthly spend over the last 12 months. Canceled accounts don't count toward the active account limit.
