YouTube (via Google Ads) can and does sometimes exceed frequency caps, even when you’ve set them, and it can definitely be frustrating.
Why is this happening?
Frequency caps are not always hard limits
Google treats frequency caps as “guidelines,” not guarantees. Especially during high-demand or low-inventory periods, it may prioritize delivery over strict frequency control.
Multiple devices or signed-out users
If a user watches while signed out, or on different devices, Google may not recognize them as the same person — causing repeat views that bypass the cap.
Cross-campaign or ad group overlap
If you have the same creative running in different campaigns or ad groups, frequency caps apply per campaign, not account-wide — so a user can get hit multiple times from multiple sources.
Limited inventory for targeting
If your audience is very niche or geo-restricted, Google may show the ad more frequently to fewer people just to spend the budget.
