How to Re-enable Manual Campaign Setup in Meta Ads
Create a New Campaign:
Access the Ad Set Level:
Modify Audience Settings:

Click on the gear icon labeled “Further limit the reach of your ads.”
A prompt will appear warning that switching to manual targeting may limit your audience. Confirm by clicking “Switch setup.”
Adjust Default Targeting Options:
After switching, Meta may still have certain AI-driven settings enabled by default:
Age and Gender Targeting: Set to “Use as a suggestion,” allowing Meta to go beyond your specified parameters.
Placements: Automatically optimized by Meta.
Manually adjust these settings to ensure precise targeting.
Set Budget Preferences:
By default, Meta enforces Campaign Budget Optimization (CBO).
To switch to Ad Set Budget Optimization (ABO), consider duplicating the campaign and adjusting the budget settings at the ad set level.
